When you choose a pantheon, any cities you've already founded will get that pantheon. The % chance loss of a building is based on the building. Each player adopts a single civilization at the setup of each game. They produce buildings, Units, Wonders, and Great People for your Civilization along with the game's Empire-wide resources - gold, science, faith, tourism, and culture.
